Course Facilitator

Dr. Manyathi holds a Ph.D. in Public and Development Management from Stellenbosch University. He also holds a Post Graduate Diploma: Tertiary Education from UNISA. He further has a BCom (SCM) from the University of KwaZulu-Natal. Furthermore, he holds an MBA from the Regent Business School (RBS). He obtained a Post Graduate Diploma: Public and Development Management from Wits University. Furthermore, he holds a Master of Arts: Public Management and Governance from the University of Johannesburg and a Master of Governance: Development and Economics from Wits University. He has more than 15 years of experience in public sector operations. Currently, he is a Director in the field of public financial management/SCM in one of the national regulatory government departments based in Pretoria. He periodically helps various university students with research methodology and research proposals development. He has in the past lectured part-time in multiple universities such as the University of Pretoria, UNISA, and others.

Course Description

The purpose of this course is to build capacity of public sector practitioners and bid committee members who serve on bid specification, evaluation and adjudication committees. This course provides provide a lot of practical applications focusing on a problem-solving approach that refers to the legislative prescripts. It also provides an essential guide to all Bid adjudication, evaluation and awarding processes. Participants attending the course will be efficient and effective in the bid process minimising corrupt practices in their organisation.

Duration

This course is scheduled for two (2) days contact session combined with practical workplace experience. This course is conducted through:

  • Regular online scheduled public courses
  • In-house courses for organisations or sectors’

Who Should Attend?

This programme is designed for the public sector and is aimed at:

  • supply chain management practitioners;
  • Senior Managers;
  • Managers;
  • Accounting Officers;
  • end users who operate in cross functional teams; and
  • specialists in specific fields who are members of bid committees.

What delegates will learn?

The specific outcomes targeted in this course are as follows:

  • Identify the role players in the bid committee system with reference to their roles, impact and relevance on the committees.
  • Give an indication of how each legislation and/or prescript regulates the decision making of a committee.
  • Explain the rationale for a Code of Conduct with reference to the benefits and consequences in cases of abuse.
  • Prepare a bid invitation to meet predetermined criteria.
  • Assess the standard bidding documents for completeness against mandatory criteria
  • Be able to compile a resolution to the relevant approval authorities supporting the findings of the Bid Adjudication Committee

Delivery Method

The format of the workshop will be highly interactive, reflective, and relevant to participants. Therefore, the course will involve lectures, Practical exercises, case Studies:

  • Online lectures: approximately 60%
  • Practical exercises: Group interaction/teamwork on practical exercises and case studies approximately 40%

Assessment of this module will be through formative activities and a workbook will be provided.

Certification

After successful completion of the course and formative activities, participants will receive a certificate of completion.
