Mpho Nxumalo is the Director: Supply Chain Management (SCM) Policy, Norms and Standards in the Office of the Chief Procurement Officer (OCPO) at National Treasury. Her responsibilities are to:
- research, develop, review and modernise the policy & legal framework for public procurement / supply chain management in all spheres of government;
- Provide guidance and advisory services on the interpretation and application of SCM prescripts to ensure effective and efficient implementation of policies and procedures.
She has 25 years working in the public sector and 20 years’ experience in SCM, focusing on policy development and formulation as well as extensive knowledge in public sector legislative and regulatory environment. She believes that by embracing international best practices and ethical standards would public sector SCM deliver optimal commercial outcomes. Therefore, the policies developed should at all times address the principles enshrined in the Constitution of South Africa, i.e. fairness; equitability; transparency, competitiveness and cost-effectiveness. Over the years working at National Treasury, she has been instrumental in the number of policy transitions in the SCM environment, from conception to implementation of the PFMA in 1999, Preferential Procurement Policy Framework Act in 2000, the SCM framework in 2003. Mpho has a Higher National Diploma in Mathematics and Computing for Management Decision from the United Kingdom and a Diploma in Logistics.
